Health: 30
Chakra: 20
You have 10 points to use in both health in chakra. So you could have 33 health and 27 chakra
defense: Taijutsu 11, ninjutsus 10, genjutsu 10
you then have 2 points to add to your defense

Ninjutsu:
Health: 25
Chakra: 25
You have 10 points to use in both health in chakra. So you could have 30 health and 30 chakra
defense: Taijutsu 10, ninjutsus 11, genjutsu 10
you then have 2 points to add to your defense

Genjutsu:
Health: 20
Chakra: 30
You have 10 points to use in both health in chakra. So you could have 27 health and 33 chakra
defense: Taijutsu 10, ninjutsus 10, genjutsu 11

Leveling:
each rank you get 10 points to spend in health and chakra and 2 points in defense
you also gain one affinity, 4 jutsu slots

Ranks:
Genin: you start here
Chunin: pass the chunin exams or do something spetacular where the kage promotes you
Jonin: jonin exams or approved by kage
Kage level: power comparable to the kage
Legend: become legendary.

Skeleton:
Name: give the jutsu a name
Rank: what rank is it classified
Type: genjutsu, taijutsu, ninjutsu
Element: which element does it use, if none put N/A
Clan: Is is clan specific? if so what clan if not N/A
Description: What does the jutsu do, what does it look like, how far does it go etc
Duration: How many posts does it last
Damage: how much damage, be reasonable, if you put a super high number i will make it super low
Activation Chakra (AC): how much chakra to initially activate it
Maintain Chakra(MC): If it lasts more than one post how much does it cost each post
Buffs: what does it give you? +1 dmage, +2 hit, +something to defense...
Effects: What lasting effect does it leave on your opponent. (stuck in a genjutsu, losses 3 defense etc)

Everyone gets academy jutsus:

Chakra walk and climbing:
2 chakra per post when using.
Allows you to climb surfaces and walk on water.

Substitution jutsu:
you switch places with an object like a log
2 points of chakra per point of damage avoided (5 points of damage avoided means it would cost 10 chakra, you have to avoid the full attack, not just partial)

Clone jutsu:
Not to be confused with shadow clone jutsu. You take the shape of another person and can walk around, but your chakra does not change.
